because a higher level means more accuracy and rare candy makes it easier so you dont have to worry about EVs messing it up (if you dont know the EVs). of course, you can also take that pokemon into a wifi battle set at lv 100, check the stats and d/c since thatll provide the best accuracy with the least work.

I dont understand this. What if I didnt Ev train it yet and its still level 5? How will EVs mess it up if I didnt put any yet?

is there a max number of EV's you can gain per level?

i had macho brace on and should have gained +7 spatk, but when jolt leveled up, it only gained +5 spatk.

and does the pokemon's IV's determine how fast it grows in those stats?

EVs and IVs are continuously multiplied by 1/100th of the pokemon's level before being applied. This means neither of them take their full effect until level 100.
 
OK if you do a level 50/100 battle with someone how do the stats get determined? Does it remove ev's and just use the pokemon's IV's or what?

No, you're supposed to bring a recently hatched pokemon with no EV's and check its stats to calculate IV's. EV's will affect the pokemon's stats.

Would a perfect IV in a stat make up the Nature drop in the stat

Depends if the nature drop is less or more than 31
 
Whats the best nature for Azelf? I want to run Explosion/Nasty Plot/Psychic/Filler (FT, Grass Knot, HP if lucky) Or am i just better off going pure special sweeper with no Explosion...
