In this round, it is not banned. If Deoxys-S gets banned from OU in the next couple of days, then it will be banned from Round 2 onwards.

Seven Deadly Sins has not responded to either of my two VM's I left him. The VM's were more than one week apart, so he has had more than ample time to reply and get this done. Just an activity post I guess.
