Performance against admirals has nothing to do with VAs at all-- since Admirals are soooooo much higher than any VA not named Garp, there's no basis of comparison.
Also you are again totally ignoring/missing the point that what makes Jinbe a "master" of Fishman Karate is not the # of tiles, but his mastery over even atmospheric and bodily water. Hack is no where near Jinbe's league, because his punch didn't have any atmospheric waves-- Jinbe wouldn't have even closed the gap to punch. He would have punched from father away because his shock waves would be dangerous enough.
