If you're connected through Ethernet, you may want to make sure that your not connected to wifi and Ethernet at the same time. So if you are connected to the wifi network on ur PC, just disconnect from it then resart the hotspot.
 
This will probably help others, as it fixed all of my issues. Make sure you manually set your IP address and DNS addresses on your 3DS. The hotspot does not use DHCP (my computer assigned itself an ip address, but my 3DS did not). After manually setting my IP/Subnet/Default Gateway/and DNS server it connected without a hitch.

It worked before, but the drop down menu near start scanning was blank. I found a way to fix the problem and now my 3DS wont connect. Im using a laptop btw so I don't need a wireless card.
