Whats your windows version? Is it Windows Vista Starter? Or Win 7 Starter?
It is Windows 7 Starter Service Pack 1
Okay it is wanting things like a network name and things like that. Do I just set up a random one or...? What exactly do I need to do?That's the problem then. I wasn't completely sure why that error occurred but now I think I know. It seems that both Windows 7 Starter and Vista Starter don't support or include ICS (Internet connection sharing services). Upgrading your windows version should fix this and allow you to use Instacheck. However, for Windows 7 starter there may be a workaround you can try.
Go to the start menu -> search
Type in "adhoc"
Click it and follow the steps (think it only needs a click though)
Again, unsure if this'll work but you can always try. Not sure if this'll work on vista as well. Let me know if it does though.
I believe you're pretty much making a new "home" network, and disable your old one, except this one will support ad-hoc. You want this one to connect to the internet, and be your shared connection.
And n sorry, it seems all vista users cant get this to work yet, and I haven't seen any solutions around yet either, nor what could be the cause.

Oh also try it with your old network still on and connected to the net. VISTA was always a bad operating system to begin with. :( It was just always bad. If there isn't a way to get this to work on VISTA or Windows 7 starter then what can I do. Is this ad-hoc suppose to be on my network connections list?

Okay so I created the ad-hoc and made the SSID be Instacheck and the passcode is 12345678. I created the ad-hoc and opened Instacheck. I named the Instacheck SSID Instacheck as well with the same passcode. I still got the error saying the group or resource is not in the correct state to perform the requested operation.
Question! My 'Shared Connection needs to be Wireless Network Connection or Local Area Connection? I attatched an Ethernet cable to my netbook so I could have the LAN.
Well for the sake of just getting this to work first, the one you should share is the ethernet. As for the error, try and enable your wireless card if it isn't (make sure its NOT connected to the internet though. Try and enable your virtual wifi miniport under network adapters in device manager as well if you can.
I get the group error no matter what connection I choose to share.
