Getting 2-3IV dittos are guaranteed in Friend Safari. Finding someone with a ditto safari to add you would be way easier and better in the long run. Where as it is all chance of getting at least 1 IV in pokemon village encounters.

EDIT: Nature doesn't matter because you'll be using an everstone on the mother/father to preserve nature. Also using destiny knot guarantees 5IV's get passed down between both parents.

ok, so get the Knot on the Ditto with the good IVs and make the Gible hold an everstone to keep the nature. I think I got it, thanks a lot!

And my newest pride and joy: a Timid 6 IV german male Electrike (Lightning Rod as ability). Excellent as a parent and in battle. I can even throw in a Manectric stone if needed.

Actually, I don't plan on breeding any other Horseas for now, so the female Swift Swim one in a Net Ball is all I have. But I'll let you know if I get a male one. It would be in a Net Ball though, since I'm not going to go through the trouble of getting new parents when I already have 5 IV ones just because of the ball.
