Okay so I'm going submit one to get the ball rolling
Raticate
Base Stats: 55/81/60/50/70/97 ------> 55/121/70/60/75/132
Typing: Normal ----> Normal / Dark
Ability: Run Away / Guts / Hustle -----> Technician
New Moves: Bulldoze, Rock Tomb
Concept: Raticate has a really fantastic 60 power movepool that Technician really beefs up: Flame Wheel, Bite, Quick Attack, Pursuit, and Pluck are all really great moves that help Raticate lots. Raticate is really frail and not all that strong but it has access to lots of good base 60 power moves and Raticate isn't going to be viable without making him unbalanced so I'm just hoping the novelty of Bite being a viable move on Raticate makes it used. Bulldoze and Rock Tomb make it so Raticate can stop sweepers by dropping their speed protecting your team.
Poison kills rats though...

Explanation: Raticate is a Pokemon that is difficult to make viable even by adding 100 BST. As a result, I went in a direction to try to make it have a unique play style and role in the meta-game. This is based around its ability which I created, Attrition. This ability means that while Raticate is on the field, no Pokemon can heal any HP in any way, such as by Leftovers, berries, or moves like Recovery, Rest, or Pain Split. Leech Seed could still cause damage to Raticate, but the opposing Pokemon would get no healing. I don't know how well it would work in practice, but Mega Raticate in theory would function as an anti-stall mon, who would force enemies without strong attacking moves off the field, while also being able to hit them with a Pursuit on the switch. In addition, you can also bring in Raticate when you predict the opponent is going to heal, or after the opponent uses Wish to stop them recovering HP. Otherwise, it plays as a slightly more bulky Raticate.
Okay, so now everyone may submit a mega for Raticate and Wigglytuff? Cool, gotta try that.

Following Eevee General's idea and acestriker's submission. I don't like messing TOO much with speed tiers, so I took it down a notch and gave it more Attack and bulkiness. I also tried to give it some new coverage (even though it already has Quick Attack) and an utility move.
I'm trying to cook something for Wiggly but jeez, could her stats be any shittier.

So, now physical Nidoking is viable. Poison Jab and Rock Slide for STAB, and can still use EQ for coverage. At least now both its physical STABs are boosted by Sheer Force. It gets some more Special Attack so it can still use Fire Blast to nail Skarmory, Ferrothor, Forretress, and Energy Ball just because I feel like it fits him. He resists Bug, Flying, Fire, Normal, and Fairy, and trades an Ice weakness for Steel / more weak to Ground (although that would've KOed it either way). I just wanted to give it a unique type while keeping the core type of its evolution line.
You added too many new moves
and that jump in Physical Attack just seems excessive.
I also can't see how Bulldoze and Shadow Sneak fit in with the flavor of this being a Plague Rat.

The typing on everything doesn't have to be unique. I guarantee, if Game Freak themselves made a Mega Nidoking, they would keep the typing the same. I think that's really what would benefit the project the most, if instead of going for pure uniqueness for the sake of uniqueness, we do something logical that the pros would do themselves. As it was, he basically only has physical Poison STAB. Bulldoze after the boost is still weaker than EQ. And he still can use EQ for coverage. The point was to make a more physical Nidoking as a slight boost he got in XY isn't enough.

All of Suicune's pokedex entries mention the north wind or something similar. While I like Strong Jaw for Raticate, you gave it too many new moves. I do think it's a crime that Raticate doesn't get more Fang abilities (LOOK AT THOSE TEETH), but Counter, Infestation, Superpower, and Extreme Speed don't make sense. Nice stat spread, but I think you need to tone down the Speed and maybe move some of that to Def or SpD.

They are already done. I guess he just put who did itWhy are certain Pokemon crossed off the OP list without any reason? For example, Ninetales and Malamar are crossed off, without any explanation as to why.
127 Speed isn't super fast, especially when you consider it's relatively frail, and doesn't resist any priority bar Shadow Sneak. Infestation was a joke about rats spreading diseases, it gets Counter as a FRLG tutor anyway (so it actually gets it already), plenty of weirder things get Superpower, and Pikachu gets ExtremeSpeed as an event move (and Raticate is faster than Pikachu, and already gets Quick Attack... so why not?). As for buffed defenses, remember that while we'd all like to have perfectly rounded Pokemon, Gamefreak doesn't do that, hence I didn't with my version of Raticate.
If you're THAT insistent on Flying/Fairy (which I still think is hella jank), at least change the ability. Aerilate is weird and totally unfitting. I'd stick with Magic Guard -- It's already a great ability, and Aerilate is just too off-putting and nonsensical on this thing.Flying/Fairy isn't to bad. Also makes sense. You've managed to convince me about Infestation, but Extreme Speed is too OP IMHO. I think we need to keep a close eye on adding Priority moves, especially on something that already gets Sucker Punch.
Also my concern is that 127 speed is too drastic an increase and would mess too much with the speed tiers. I think a nice "cap" for boosts would be +30/35, as bigger than that puts too many mons in Uber territory.
