Probably. At its best it can do 80% in melee, that shit is scary.
Something that really, REALLY irks me is something that someone posted on GameFAQS this past Sunday. Check this out (Or avert your eyes if you are worried about the amount of characters that this post claims will get into Brawl turns out to be true):

DON'T ASK FOR MY SOURCE. You will not be disappointed...
-There are 34 playable characters (excluding transformations).
-There are 20 starting characters, 14 hidden characters.
-Six characters have been removed from the last game.
-One of the "Original 12" has been removed.
-There are 15 newcomers (excluding transformations).
-All but one of the represented franchises from Super Smash Bros. Melee will be returning.
-Two character profiles will be revealed this coming week at the DOJO!! (one veteran and one newcomer).
Scary shit is scary if you ask me, do you think there's a mole somewhere? Of course this guy could be a liar and have made a well-predicted/extremely lucky guess. What do you think?

I know of that, yes. What worries me about it though is that it's not a throw. It is a special move. Will the move have special properties (say if it hits flat ground/ledge, then the beam will grapple Zero Suit Samus to its location), or will it give Zero Suit Samus a slight boost along with basic grappling action? Makes you wonder. I wouldn't want to play as a character whose special recovery is terrible as hell.
With my first response to your original "discussion-starter" post I seem to have misunderstood what you were thinking about the grappling whips, but I think I get it now... Personally I think that because of the whip's long range, you'll need to be precise about where you attack from. Since we haven't seen the move in action though, we'll just have to wait. What WOULD be interesting is that if it does hook onto flat ground, whether or not it will slide backwards until it hooks onto a ledge, or stays there. Personally I think it would be awesome if the former happened, it could be a way to prevent edgehogging.
Look at how long Zero Suit Samus's plasma whip reaches. That's one heck of a long whip (Makes Indiana Jones cry). The Whip has to catch onto something for it to work. Depending on how fast it moves and how long it takes for her to recover, she can be smashed. Then again, the entire whip could be shocking. That'd be something nice and useful to prevent Meteor Smashes.
I think the length itself is what will protect her- again, few characters can jump that far off the stage to spike someone else and then safely recover. I think it'd be great if the whip shocked people though, kind of like Sheik's chain, and like you mentioned would be handy for preventing getting meteor'd.
Another crazy idea I had was that if you could manage to hit someone in the air with the whip, ZSamus would yank them towards herself and use the force to propel herself forwards, which could be used as a meteor and recovery at the same time. Again though, that's just useless speculation.
Haha, I know it's completely off-topic but I had the strangest dream last night that it was around Christmas time and I was waking up to download a demo of Brawl on my Wii, but somehow ended up downloading some sort of Dragonball Z fighting game. I actually woke up thinking I still needed to download the demo, but then reality hit me.
