Yes it does work. As long as the language tags are different, it works. You still have to be relatively lucky though.

You can improve your odds even further by obtaining the Shiny Charm. (I'm assuming you're not just soft resetting as you obtain the egg, as otherwise you might be getting the same egg 1500 times which will never be shiny)
I do have a shiny charm and I do not sr I just collect a bunch of eggs and then hatch them.
I'm thinking I'm gonna SR a Kyurem (probably for personal use) to be an OU-ready Kyurem-Black. I was wondering about Hidden power Fire, though - it's not listed as a main option on the smog dex on any of the most common sets, but I've heard so much about HP Fire KyuB in the last few months I kinda figured it was standard. Is this a case of the 'dex lagging behind popular opinion (in which case I should shoot for HP Fire) or is it overblown except for luring Steel types? I don't want to regret having a subpar speed stat/not having a vital move come Z or gen 7. :|

Nah. Considering Hoopa's physical frailness, I'd argue you pretty much need a Speed of 31 for every nature except Quiet or Brave, which probably want a Speed IV of 0 for Trick Room.
Anyways, does anyone by any chance have a Female Pumpkaboo or Gourgiest Superisze with Insomnia? I'd prefer a Relaxed or Sassy Natured with a 0 Speed IV, but I'm not gonna be picky since these are a real pain to get a hold of due to needing that event from last year to breed them. I'd probably be able to trade around 8 PM EST.
I believe I have a HA pumpkaboo I can breed when I get home from class. I'd be happy to get the nature and 0 speed IV. :)

I need to have owned a ditto in order to request one at the gts, is this correct? (haven't played Pokémon since heartgold/fire red). I haven't gotten that far in the story line yet :(
Nope you don't need to have Ditto registered in the Pokedex. In the GTS select "Pokemon wanted" and scroll all the way down and there should be an option labeled "What Pokemon?" You can then type in Ditto and ask for it.

The thing ProtoSoul said about being able to search on the GTS in 6th gen. is correct. Also, I can give you both a 6IV Ditto and a 5IV Timid Gastly.
How does the Time Machine method works with genderless Pokemon?
Exactly the same way as with gendered Pokémon, except you'll have to use genderless/mono-gendered Pokémon as your test parents. The guide in my signature explains in more detail.
