theres an app for DS Flashcarts that you can import/export savs from retail slot 2 games. I either use Desmume to do it, or I import my emulator sav to a retail cart, then use a retail ds game to pal park it on my ds as normal.

now that most/all fake gts servers are down, if you dont have a ds flashcart it could be difficult unless you know someone who could do it for you

Japanese Emeralds can obtain a Mew via the Old Sea Map, and there was a Wondercard event for Mew back in Gen IV. Although these might not be "legit" at this point (because you would most likely have to inject something), they would be legal (assuming you injected it into the proper game) and able to be traded here provided you disclose how you obtained it (e.g. it was injected into an emulator).

edit: iirc there was also an event for other gen 3 games, but the above still applies
edit2: And to prevent any equivocation, I'm defining "legit" to mean you were there and obtained the event/wondercard yourself.

Ok so the easiest way is to RNG a wonder card. Another question if Im able to RNG it can I use an emulator to trade the Pokemon to my ORAS legit copy? If I had a power save. I would need to trade it to 4th gen then to 5th gen and finally to my ORAS

And then after getting it in the 4th gen how would you pass it to 5th gen? I dont have any 5th gen real copy only 4th gen. So I Wouldnt be able to get the PokeTransfer going with an hacked copy
 
Maybe a bit of a silly question...

I want to RNG a Modest Poliwag. With my current Platinum file, it would be a breeze. However, I like shiny Nest Ball Poliwrath, but Safari would be cool too. Should I RNG one in FRLG with slightly worse Atk stats (4 vs 2) or should I bite the bullet and get one from HGSS Safari Zone (will take a lot longer and I'm not sure a Modest spread in HGSS is that great to begin with) or should I keep it at Nest?

You would need more than just an emulator to transfer it (as somewhat discussed on the previous page), but it is possible. As for the exact process, I don't use emulators so I'm not sure what is required. It's probably somewhere on Google though lol

Depends on what Mew you end up going for. If you go for the Emerald Mew, yes, you'd transfer it to 4th gen, to 5th gen and finally to ORAS. If you go for the 4th gen Event Mew, naturally, you'd only need to transfer to 5th gen and to ORAS.

As shinyfinder mentione, an emulator isn't enough. You can RNG either Mew using an emulator, but after that you'd need to somehow transfer the Mew/the save file to a 3rd/4th gen retail game and transfer normally from there.

I am not sure how you'd transfer either Mew to ORAS without a retail 5th gen game, though.

youre not going to be able to pokebank pokemon without a retail gen5 game
there is(was) a poketransfer.exe app, but you'd still need a retail gen5 game to get them to gen6, so id suggest investing in a copy

Lugia and ho-oh are easier on fourth gen (in my opinion) because of the transferring to later games. And in this case, RNG'ing is reasonably doable on retail

Also, anyone who could give me some big nuggets?
