Quick questions: in the on-site analysis for Dusknoir, a defensive set with Foul Play is suggested in Other Options. However, according to Serebii & Bulbapedia, Dusknoir does not learn Foul Play. Is it some kind of obscure event move or something?

I can't find anything about it either. I'm gonna guess it's an error. They make these sometimes (I once saw a Sucker Punch Infiltrator Seviper set lol).

The move Foul Play came from this post, which i think is a mistake . Lots of ghost type learn foul play so it would be safe to assume that Dusknoir's line learn foul play .
If you want to use a Defensive set, dusclops is a better option . Their defenses are almost the same 130/130 to 135/135 , but dusclops has eviolite to boost its def/spdef ..

Thanks! I'm going to use both Dusclops and Dusknoir; while Dusclops outclasses it, Dusknoir is one of my favorite Sinnoh Pokémon.

Assurance, Baton Pass, Curse, Double-Edge, Feint Attack, Hex,Magic Coat, Me First, Mean Look, Megahorn, Perish Song, Play Rough, Punishment, Sucker Punch, Zen Headbutt
Me First, Perish Song and Sucker Punch are level-up moves anyway.
Magic Coat and Zen Headbutt are available as tutor moves in ORAS.

I second this. I did that for my Absol as well.
If looking forward to using Dusknoir in PU, an offensive set is recommended, (CB, SubPunch, Spooky Plate) or use the PU analyses.

That looks amazing. You even have 0 on Atk to reduce Foul Play damage. There's also a chance Defog will be a tutor move in a future game, so, yes, I imagine quite a few people would like one. It'd be great if you made a GA, even if that was the only Pokemon.
Many people would be interested in it (flawless, pentagon, etc); I don't see why people wouldn't be interested in a literally flawless Arceus just because it doesn't have one little stupid move.
