We don't know yet. For all we know it could be as special as a guide for BW2 offering a Grass Gem. I highly doubt an item would be exclusive to a guide however; at most it'll probably be a rare evolution item or expensive item exclusive to the battle maison or something.Is this exclusive to the guide or will it be released to others later?

It seems that they finish development about three to six months before release, judging from the announcement of a guide.

I don't think it's likely that the regional dex would contain (numerically) 6/7 of all currently known Pokemon. Usually dexes are around or below 200 mons - although I don't recall what XY's looked like.If each Pokémon gets one page of the six-hundred mentioned above, does that mean they're only covering Alola's regional Pokédex?

Eitherway honestly for the older gen Pokemon you could squeeze multiple on one page I think. Let's look at the info they'll probably provide:
Name, Dex Number, Category/Species, Height, Weight, Type, Abilities, Gender Ratio, Catch Rate, Egg Group, Hatch Time, EV Yield, Body Style, Footprint, Color & Base Friendship can easily be fit on a few lines no problem.
Image of the Pokemon, Base Stats, Level-Up Movepool, Egg Moves, & Tutor Moves would probably take up their own box space. TM Moves depends if they print out the move's name or just list their numbers (having a TM list somewhere else; the latter might be the best choice).
Then we have Dex entries and location which is just a few lines.
Give me a good editing program and I could probably fit 3 on a page.
