When looking at a pokemon's characteristic, if it has more than one 31, does it list the first one in order, or is it random?

For example, a pokemon has IVs of 31/30/4/31/31/5. Would it always say 'often dozes off', or could it say 'Mischevious' and still have a 31 in HP?

Knowing this would make things much easier.
