Potential Pokemon With This Move: Physical Water-types

Name: Hot Tag
Existing Move?: No

PP: 32 Max
Effect: Switches the user out. The Pokemon brought in has their Attack and Special Attack rise by 1 stage
Priority: 0

Z-Move: Raises the speed of the Pokemon switched in by 1
Niche: Momentum is a great thing, ain't it?
Potential Pokemon With This Move: Incineroar, Hawlucha, Makuhita line, Mienfoo line, Tyrogue line, Charmander line (Smash Bros), Riolu line (Smash Bros), Igglybuff line (Smash Bros), Pichu line (Smash Bros/Pikachu Libre), Machop line, other Fighting-types

Name: Web Barrier
Existing Move?: No
Category: Status
Type: Bug
BP: --
PP: 16 Max
Effect: Protects the user from opposing attacks. If the attack the opponent used makes contact, that Pokemon's Speed is lowered by 2.
Priority: 0
Misc.: Protection move (has a chance to fail when used after other Protection moves, other Protection moves have a chance to fail after Web Barrier is used)
Z-Move: Reset's the user lowered stats
Niche: Could be a nice tool for slower Bug sweepers to allow them to not get revenge killed.
Potential Pokemon With This Move: Spinarak line, Joltik line, Dewpider line, Burmy line, Butterfree, Surskit line, Beautifly & Dustox, Vivillon
Name: Dark Rising
Existing Ability?: No
Effect: If this Pokemon enters battle while Shadow Sky is active, this Pokemon's highest non-HP stat goes rises by 1 stage
Niche: Shadow Sky needs a complimentary ability, so this could help with that. Also, you can combine this with the Weather Warrior's Crystal and potentially get a Swords Dance/Nasty Plot on switch-in or a speed boost to help sweep.
Potential Pokemon With This Ability: Sneasel line, Pangoro, Nuzleaf line, Pawniard line, "Evil" Pokemon

Name: Jack of All Trades
Existing Ability?: No
Effect: This Pokemon does not receive STAB bonus on its moves. Instead, this Pokemon's non-STAB moves have their powered boosted by 1.5x
Niche: Gives Pokemon with a poor offensive typing and/or a diverse movepool more power on their coverage moves at a slight drawback.
Potential Pokemon With This Ability: Pokemon with diverse movepools (Drampa, Kecleon, etc.)
Name: Memories
Existing Item?: Yes
Effect: Old effects + boost the power of that type of move by 1.2x
Removable via Knock Off?: Yes, if not Silvally
Ignored by Klutz?: Yes, if not Silvally
Fling BP: 50
Niche: Why is it not like this already?

Pokemon: Shuppet line
New typing: Ghost -> Ghost/Normal
New Abilities: N/A
New Moves: Swords Dance, Retaliate, Drain Punch, Revenge, Copycat, Play Rough
Niche: Mega Banette is such an unfortunate soul. But, with these changes, it has a pretty unique niche that's really never been seen at a high level since last generation: high powered priority sweeper. We had Gale Wings Talonflame and we have Triage Comfey in the lower tiers, but now get ready for SD Prankster Copycat Banette. SD up, use Return/Facade, and then click Copycat to run through the opponent before they can stop you, as simple as that. Use Shadow Charge and Return for dual-STAB and pretty good neutral coverage or Drain Punch to smack Dark-types and heal up.

Pokemon: Pachirisu
New typing: Electric -> Electric/Grass
New Ability: Housekeeping (Replaces Run Away), Stamina (Replaces Volt Absorb; World Champion reference; change to Perseverance if it wins)
New Moves: Wild Charge, Morning Sun, Giga Drain, Energy Ball, Aromatherapy, Bullet Seed, Leech Seed, Leaf Tornado, Grassy Terrain, Pluck (that tooth tho)
Niche: Pachirisu doesn't really live up to the world champion name in singles. I know it's supposed to be an underdog, the 2007 New York Giants of Pokemon if you will, but forget that, I want it to be more like the 1986 New York Giants. A better type? Check. Way better abilities? Check x2. A niche? Housekeeping with a Knock Off clone, I mean that's decent enough. Some more moves, too? Sure, that's how that last statement is going to work. Now this is more like it, this squirrel went from David Tyree to Lawrence Taylor real quick!

Pokemon: Ledyba line
New typing: Bug/Flying -> Bug/Fighting
New Abilities: Huge Power (Replaces Iron Fist)
New Moves: Leech Life, Close Combat, Bullet Punch
Niche: This thing needs something, ANYTHING. Huge Power shouldn't be given lightly, but this thing's Attack is a measly base 35, so I think it's totally balanced, seeing as it only reaches 338 Attack with a neutral nature. But, this is more than enough to give Ledian a place in UU or OU, boasting the priority Mach Punch Heracross doesn't have and the Swords Dance Buzzwole wishes it had.

Pokemon: Silvally
New typing: Normal (Vaires with Memories)
New Abilities: RKS System
New Moves: Recover, Earthquake, Calm Mind, Psychic, Psycho Cut, Shadow Charge, Brick Break, Liquidation, Play Rough, Dazzling Gleam, Pluck, Thunder Clap, Dark Pulse, Knock Off, Nasty Plot
Niche: If I can't fix its stats, I'll fix its movepool

Pokemon: Deoxys
New typing:
(isn’t it a virus?)
New Moves: Inverse Room, Magic Room, Clear Smog, Gunk Shot, Sludge Bomb, Sludge Wave, Toxic Spikes, Venoshock
New Abilities: Pressure | HA: Insider - Changes form and sets up a Room in base of the Stone it is holding:
  • Moon Stone: Inverse Room, Normal Form;
  • Shiny Stone: Wonder Room, Attack Form:
  • Dawn Stone: Trick Room, Defense Form;
  • Dusk Stone: Magic Room, Speed Form.
Niche: Yeah this makes it the real Room master. And it’s still optional, you can use the normal formes with Pressure (unless council or coding don’t allow it). Thanks god it’s in Uber. Edit: Ok guys, I’m just thinking of some crazy things like Superpower or especially Psycho Boost with no drawbacks, special ESpeed or fast hazards, and I don’t know if it’s too much even for Ubers, let me know if you think I should swap formes.

Pokemon: Luxray
New typing:

New Moves: Sucker Punch, Night Slash, Swords Dance, Iron Head, Zen Headbutt, Poison Jab
New Abilities: Intimidate / Guts | HA: Strong Jaw
Niche: 2 STABs are better than one, and they can be both boosted by Strong Jaw (especially if my version of biting moves gets voted), Luxray is the most fitting to introduce this typing, it already learns some Dark moves, and it can give it effective sweeping possibilities, considering Wild Charge is a 150 BP move here.

Pokemon: Uxie, Mesprit and Azelf
New typing:
/
/

New Moves:
- Uxie: Shadow Sneak, Phantom Force, Hex, Nightmare, Destiny Bond, Pain Split, Will-O-Wisp, Icy Wind, Recover
- Mesprit: Moonblast, Play Rough, Disarming Voice, Draining Kiss, Heal Bell, Recover
- Azelf: Healing Wish, Dark Pulse, Foul Play, Switcheroo, Shadow Sky, Parting Shot, Ice Beam, Recover
Niche: Reducing weaknesses could give these fascinating Trio some good usage, and those are the best type combos including Psychic type.
Name: Mimetism
Existing Ability?: No
Effect: Holder gains the type of the active Terrain as its secondary typing, following Camouflage mechanics.
Niche: As said above, another ability that benefits from Terrain and gives STAB to Nature Power.
Potential Pokemon With This Ability: Kecleon (secondary ability), Corsola (instead of Hustle), Trubbish line (instead of Weak Armor), Flabébé line (secondary ability), Carnivine (hidden ability), Octillery (instead of Moody), Cottonee line (instead of Infiltrator), Dwebble line (instead of Weak Armor), Golett line (instead of Klutz), Bonsly line (instead of Rattled), Turtwig line (secondary ability), Onix (instead of Weak Armor), Staryu line (instead of Analytic), Mothim, Sewaddle line (instead of Overcoat), Oricorio (hidden ability).

Name: Cold Blood
Existing Ability?: No
Effect: Holder is immune to Fire-type moves and recovers 25% of its max HP instead of being hit by any of them; holder recovers 1/8 of its max HP at the end of every turn under Harsh Sunlight; Ice-type moves inflict 25% more damage and holder loses 1/8 of its max HP at the end of every turn under Hail.
Niche: Another immunity to Burn could be beneficial, we only have Water Veil and Flash Fire that actually do that. This works as a Dry Skin clone, which means more Pokémon can benefit from Sun. I went with Hail for the damaging weather because reptiles don't really suffer rain or water, they suffer more cold.
Potential Pokemon With This Ability: Ekans line (instead of Unnerve), Seviper (secondary ability) , Snivy line (secondary ability), Scraggy line (instead of Shed Skin), Druddigon (instead of Mold Breaker or Sheer Force), Treecko line (secondary ability), Salandit line (secondary ability), Lickytung line (instead of Oblivious), Tirtouga line (instead of Swift Swim), Turtwig line (secondary ability), Torkoal (instead of Shell Armor [it doesn't really need it tho, 'cause Drought will always be preferred and it already is immune to Burn and resistant to Fire type, so it would only add damage under Hail]), Turtonator (hidden ability), Bagon line (secondary ability), Totodile line (secondary ability [Strong Jaw would be better for them tho]).

Name: Space Warp
Existing Ability?: No
Effect: Summons Wonder Room for 5 turns upon switch-in (8 with Room Extender); under Wonder Room, the damage inflicted by Physical (Special) moves is calculated using attacker's Special Attack (Attack) and target's Special Defense (Defense); if Wonder Room is already active, it is removed from the field when holder switches in*.
Niche: How many times did you want to use Head Smash Nihilego or Fire Blast as an affordable Fire-type Physical move or Gunk Shot as a Special STAB? Now you're able to do that under Wonder Room.
Potential Pokemon With This Ability: Bronzor line (instead of Heavy Metal), Palkia (instead of Pressure), Jirachi (hidden ability), Elgyem line (instead of Synchronize), Sigilyph (instead of Wonder Skin), Reuniclus (instead of Overcoat), Gengar (hidden ability [Gengar is inspired to Cheshire cat, a character from Alice in Wonderland]).

*: Before if was cool.

Name: Pure Soul
Existing Ability?: No
Effect: Doubles holder’s Special Attack (Pure Power clone).
Niche: This can help many Pokémon that were meant to be specially offensive, but have a too low SpA for the current meta, to raise their potential and let them use some interesting moves.
Potential Pokemon With This Ability: Meditite line (secondary ability) and pretty much any Psychic or Ghost-type with less than 90 SpA potentially, such as Hypno, Xatu, Girafarig, Grumpig, Chimecho, Meowstick (M or F), etc. [/B]
Name: Fire Fang / Thunder Fang / Ice Fang / Poison Fang / Psychic Fang (only distribution)
Existing Move?: Yes

BP: 85
PP: 10-16
Accuracy: 100%
Effect: 20% chance to inflict Burn / Paralysis / Freeze / Poison. Old effects for Psychic Fangs.
Priority: 0
Misc.: Makes contact.
Z-Move: 180 BP
Niche: To give some relevance to biting moves and Strong Jaw users, and omologate all of them to Psychic Fangs.
Potential Pokemon With This Move: Old distribution is pretty good, I'd just spread more Psychic Fang and Poison Fang, giving the first to some Dark- and Rock-types, like Tyranitar, Mightyena, Absol, Houndoom, Hydreigon, Gyarados, Krokorok, Lycanroc (all formes), Aerodactyl, Tyrantrum and to some others to give them coverage, like Feraligatr, Granbull, Glailie, Luxray, Froslass, Lucario and Silvally. Dunno who to give the others.

Name: Fire Punch / Thunder Punch / Ice Punch / Shadow Punch
Existing Move?: Yes
Category:

Type:

/
/

BP: 85
PP: 10-16
Accuracy: 100%
Effect: 20% chance to inflict Burn / Paralysis / Freeze / Confusion.
Priority: 0
Misc.: Makes contact.
Z-Move: 175 BP
Niche: Same as above, I think those moves should be the physical counterparts of Flamethrower, Thunderbolt and Ice Beam, respectively, so why not give them the same BP? I think the metagame is currently too much specially-oriented, physical coverage moves (which are STABs for many Pokémons) should be encouraged more.
Potential Pokemon With This Move: Current distribution is good. Maybe we can give Shadow Punch to more Pokémons as a coverage move, but I don't know who to give it; Bisharp, Pangoro and Dark-types that can learn Elemental Punches could get it.

Name: Draining Kiss
Existing Move?: Yes
Category:

Type:

BP: 75
PP: 10-16
Accuracy: 100%
Effect: User recovers 50% of damage dealt.
Priority: 0
Misc.: mh.
Z-Move: 150 BP
Niche: Draining for fairies.
Potential Pokemon With This Move: Current distribution plus Diancie, Magearna and Meloetta maybe.

Name: Dragon Fang
Existing Move?: No
Category:

Type:

BP: 85
PP: 10-16
Accuracy: 100%
Effect: 30% chance to flinch the target.
Priority: 0
Misc.: Boosted by Strong Jaw. Makes contact.
Z-Move: 180 BP
Niche: This could give a viable STAB to Dragon-type mons with no arms (so unable to use Dragon Claw), since Dragon Hammer is exclusive to Alolan Exeggutor.
Potential Pokemon With This Move: Pretty much every Dragon-type Pokémon with a mouth and Zygarde, except Alolan Exeggutor, Lati@s, Dratini and Dragonair, Kingdra, Altaria, Dragalge and Goomy line; some from the Monster and Dragon Egg Groups could also get it, like Tyranitar, Sceptile, Totodile line, Charmander line, Arbok, Gyarados, Seviper, Aggron and Tropius.
Name: Assault Helmet
Existing Item?: No
Effect: Holder doesn't get damage from recoil moves, but its Speed is halved.
Removable via Knock Off?: Why not.
Ignored by Klutz?: Yes
Niche: Ideal for slow recoil abusers.

Name: Memories
Existing Item?: Yes
Effect: Holder gets an immunity to the corresponding type, but, if not Silvally or Type:Null, it receives 1/10 more damage from moves.
Removable via Knock Off?: If not Silvally or Type: Null
Ignored by Klutz?: If not Silvally or Type: Null
Niche: Defensive Pokémon will love this! Think of Spiritomb or Electric-types. And this also gives relevance to Silvally and Type:Null.

Not a council member here but common sense tells me that you should add how much boosted Electric / Fire will be. The Effect is too vague to tell how much boost it will give to Electric / Fire attacks.

Effect: If the opponent pokemon has more health than the holder, this item increases the holder's move's critical rate by 2 stages.
Knock-Offable? Yes
Klutzable? Yes
Niche: Stalkbreaking, eventually a way to make things like stamina or perseverance less op.

Name: Tropical Amulet

Effect: When the holder is hit by a water-type move, ignores damage and summon harsh sunlight for 5 turns. Breaks upon use.
Knock-Offable? Yes
Klutzable? Yes
Niche: Good against rain teams. Could lead to interesting Chlorophyll shenanigans.

Name: Bonne Nuit Bonnet

Effect: If the user knows rest, if it's not asleep and if it's not at full health, triggers rest upon switching in. Makes the user lose 1 PP for rest. Activates before hazards.
Knock-Offable? Yes
Klutzable? Yes
Niche: Some way of recovery on pokemons that don't already have recovery moves. Could be an interesting gimmick for some sets.

Name: Shadow Tag
Existing Ability?: Yes
Effect: Traps Ghost types and takes 1/2 damage from Ghost moves.
Niche: Makes Shadow Tag able to be unbanned but still have a very useful ability of trapping and killing the annoying ghost types who were previously untrappable.
Potential Pokemon With This Ability: Old distribution, possibly one or two more

Name: Cute Charm
Existing Ability?: Yes
Effect: Lowers opponent's SpA by one stage when switching in or gaining this ability.
Niche: Special Intimidate clone
Potential Pokemon With This Ability: Old distribution + a few more

Name: Fairy Lock
Existing Move?: Yes
Category: Physical
Type: Fairy
BP: 80
PP: 16
Effect: Prevents the target from switching out.
Priority: 0
Misc.: Does not make contact
Z-Move: 160
Niche: Useful physical fairy STAB that can trap certain pokemon to the users advantage.
Potential Pokemon With This Move: Old Distribution, Tapu Bulu, Tapu Koko, Mimikyu, Magearna, Gothitelle line, Spiritomb, probably more

Pokemon: Mandibuzz
New Typing: Dark / Flying
New Abilities: Magic Guard (replaces Weak Armor)
Move Additions: N/A
Niche: Mandibuzz already has a pretty good defensive typing and stats, but it's ability really doesn't help it. With Magic Guard, it avoids damage from Stealth Rock, Poison, and other chip from weather.

Alolan Sandslash

New Moves - Avalanche, Ice Shard, Smart Strike, Spiky Shield
New Abilities - Snow Cloak / Speed Boost | HA: Slush Rush
Flavour
Avalanche - No real flavour, just useful as a move
Ice Shard - "This Pokémon's steel spikes are sheathed in ice." - Moon Entry. If it has spikes sheathed in ice, it should be able to learn Ice Shard.
Smart Strike - More Steel coverage, no real flavour, but makes sense.
Spiky Shield - "The cold air emitted by its body sharpens its icy spikes." LGE Entry. If it's body emits cold that sharpens spikes, it should be able to learn Spiky Shield. Even if it's a grass type move.
Speed Boost - "It runs across snow-covered plains at high speeds." - US Entry, "As it races through the snowfields, it sends up a spray of snow." - Sun Entry. It's Dex entries talk about it's speed, but it's slow as shit. Speed Boost is a simple fix, aswell as a nice buff.

Niche - Gives a much needed buff to Alolaslash. With Snow Cloak, it now takes 2.66* damage from Fire And Fighting in snow, as apposed to 4*. It makes it much better in the snow, and more unpredictable compared to before, as if it comes in it might be running either of the 2 snow related abilities. It may also be running Speed Boost which it can abuse with Spiky Shield. This unpredictability gives a larger incentive to use AlolaSlash over other Ice and Steel Types. If it doesn't want to run Speed Boost, it can also run Ice Shard, which helps it's speed out.
