[OVERVIEW]
Ursaring has the highest Attack stat of any Normal-type at base 130, allowing it to KO some Pokemon that its main competitors Snorlax and Kangaskhan cannot. It also has a decent Special Attack and special movepool, letting it perform as a niche mixed attacker. Unfortunately, Ursaring's positives end there, as it still faces far too much competition in all of its roles. Other Normal-types such as Porygon2, Snorlax, and even Tauros mostly outclass Ursaring due to their superior bulk, coverage, or Speed. As a Curse phazer, Ursaring is usually outdone by Rhydon and Kangaskhan, where the former sports better physical bulk and a Ground/Rock typing and the latter making up for its worse Attack with better overall bulk, allowing it to stay in longer. Ursaring's subpar bulk and Normal typing also provide its team with no useful defensive utility, and since Snorlax is often considered mandatory on OU teams, both can create a big Fighting-type weakness for its team together. Due to these traits, Ursaring should rarely, if ever, be considered on a serious team.

Return is Ursaring's strongest STAB move and can do a considerable amount of damage to anything that doesn't resist it. Earthquake gives Ursaring coverage to help take down Rock-types that would otherwise wall it. Roar allows Ursaring to beat enemy Curse users as long as it gets a Curse boost first. With the Speed drop from Curse, Roar also allows Ursaring to get around Pokemon that would otherwise counter it through phazing such as Skarmory. However, this strategy is ruined if Ursaring gets poisoned, so it can elect to use Rest instead of Earthquake. If it selects Roar while asleep and is slower, it will still block enemy phazing attempts. Leftovers gives Ursaring essential passive recovery. This set faces heavy competition for a teamslot from Kangaskhan, whose superior bulk better suits the Curse phazer role and mostly makes up for its significantly lower Attack stat.

Sadly, Ursaring is completely outclassed as a RestTalk user by Snorlax because, despite its higher Attack, Ursaring is not bulky enough to effectively wall any threat and lacks Double-Edge or Body Slam. Ursaring also does not effectively work as a substitute for Curse Snorlax due to these traits.

Other Options

A mixed attacker set with Return / Earthquake / Dynamic Punch with Fire Punch, Thunder Punch, or Zap Cannon can be run. However, this set is mostly outclassed by Snorlax and Porygon2, which have better bulk and access to Flamethrower and Fire Blast for the former and Ice Beam for the latter, though Dynamic Punch has the benefit of KOing Tyranitar, which Porygon2 struggles to do. Counter takes advantage of Ursaring's rather average bulk to potentially KO threats such as +1 Attack Skarmory and Steelix, but this can take the slot of an important move, so it is difficult to fit on any set. Incorrectly predicting can lead to the opponent boosting freely, spreading status, or phazing Ursaring, so it is rather risky. When paired with Berserk Gene, Hyper Beam is an extremely powerful STAB move that can land a surprise KO on Pokemon that stay in on Ursaring. However, using Hyper Beam immediately renders Ursaring immobile for a single turn, which can give the opponent a free turn to boost, set up Spikes, or status Ursaring. Berserk Gene also has the issue of confusion, which can hurt Ursaring quite a bit if it is unlucky. Thief hinders some of Ursaring's common checks and counters such as Skarmory and Steelix by removing their Leftovers to reduce their longevity, something that Kangaskhan and Snorlax cannot do. However, Thief is very weak and is only able to be used once before becoming useless.

Checks and Counters

**Steel-types**: Forretress, Steelix, and Skarmory completely wall any of Ursaring's sets barring its mixed set. Steelix has such high bulk that it takes Ursaring two Curse boosts just to 2HKO it with Earthquake, and Steelix can retaliate by phazing or setting up on Ursaring. Skarmory laughs at Ursaring's Return and is immune to Earthquake. Skarmory can phaze Ursaring in return, which can be an issue for Ursaring, as it lacks the bulk and resistances to switch in often. Forretress takes neutral damage from Earthquake and requires Ursaring to use Curse four times to get a guaranteed 2HKO. Forretress can also set up Spikes and cripple Ursaring with Toxic.

**Rock-types**: If Ursaring is not running Earthquake, it is walled by popular Rock-types such as Tyranitar and Rhydon. These Pokemon are also able to threaten Ursaring with their high Attack and STAB moves.

**Cloyster**: Cloyster can take advantage of Ursaring by easily tanking its attacks, setting up Spikes, and using Toxic or Surf on it before either using Explosion or switching to the appropriate counter to Ursaring.

**Miltank and Umbreon**: Due to Ursaring's lack of access to Body Slam and Double-Edge, it doesn't have a STAB option that would allow it to potentially get past Miltank or Umbreon. They can negate any Attack boosts with Growl or Charm and heal off any damage, allowing both to run Ursaring out of PP or weaken it for a teammate to finish it off.

I would also change "Pokemon such as Snorlax and Machamp" to "anything that doesn't resist it".
Roar Phazes out the Pokemon right in front of Ursaring and with spikes support it can wear down checks by forcing them to come in, Ursaring's low speed allows it to phaze out enemy phazers if they are faster than itself. leftovers gives Ursaring essential passive recovery.
I would reword this to say that Roar prevents Ursaring from being phazed and allows it to beat most enemy Cursers, as long as it gets the first Curse.
However, this set is completely outclassed by Rhydon, which sports much better physical bulk and Powerful Rock- and Ground-type STABS with Earthquake and Rock Slide, its typing also gives it strong resistances to Normal- and Fire-type attacks as well as giving it an Electric-type immunity, Rhydon is also slower, so it can phaze out other phazers like Ursaring first.
I would add "if it has an equal number of Curse boosts".

Skarmory laughs in the face of Returns and is immune to Earthquake, Skarmory in return can set up Curse to make Skarmory more threatening to Ursaring offensively.
Skarmory will probably just phaze Ursaring, which is quite bad for it because it doesn't have resistances or bulk to help it switch in often.

Cloyster: Cloyster has enough bulk to easily tank any hit directed at it not named Dynamic Punch, and can set spikes in front of Ursaring and explode.
Nothing here is wrong but you could improve it to something like "Cloyster can take advantage of Ursaring by easily tanking its attacks, setting up Spikes, and hitting it with Toxic or Surf before either Exploding or switching to the appropriate counter."
Miltank and Umbreon: Miltank and Umbreon have good bulk that is high enough to prevent them from getting KOed by Ursaring's attacks, and they can both lower Ursaring's attack with growl and charm respectively. they can both wear Ursaring down with Body Slam and Toxic respectively.
Similarly I think this could be improved to something like "Due to Ursaring's lack of access to Body Slam and Double-Edge, it is without a STAB option that would allow it to potentially get past Miltank or Umbreon. They can negate any Attack boosts with Growl or Charm and heal off any damage, running Ursaring out of PP or weakening it for a teammate to finish off."

Protect on the first set seems wrong. Rest should probably be the main move there, with EQ slashed in. Also, if anything completely outclasses this set it's Kangaskhan; Rhydon is also generally better, but it does have to worry about more moves that hit it for SE damage.

Second set is fine, but make it abundantly clear that it's no substitute for Snorlax. It's quite mediocre on defense, doesn't really wall anything.

The mixed attacker set in OO isn't especially good, and in fact probably works out worse in practice than the other two (hence why it's OO), but it is probably Ursaring's best bet at not being outclassed, contrary to its current description. Roar sets are outclassed handily by Kangaskhan whereas ST sets are not nearly tanky enough to function as "second Snorlax". But mixed sets can lean on Ursaring's better attacking stats (if worse movepool) to function as "second Snorlax" in that regard.

Thief in Other Options deserves a mention because it's one thing Ursaring can do that Kangaskhan and Snorlax can't.

Hyper Beam should only be mentioned in tandem with Berserk Gene (it's an 80% OHKO on unboosted Snorlax), as otherwise it's just too much drawback to be useful.

Slash probably shouldn't be mentioned.

I have implemented almost everything on here except for your point on the Mixed attacker set, I was discussing it on the ROA discord, and I think that Porygon2 and Snorlax are just better as mixed attackers. pardon me.

Sadly, Ursaring is completely outclassed as a RestTalk user by Snorlax since because, despite its higher Attack, Ursaring is far less not bulky enough, so it is unable to effectively wall any threat, (RC) and lacks Double-Edge or Body Slam, (RC). (add period) Though, (AC) Dynamic Punch has the benefit of KOing Tyranitar, for which Porygon2 takes a lot more time to do. Counter takes advantage of Ursaring's rather average bulk to potentially KO threats such as Skarmory and Steelix at +1 Attack, but this can remove take the slot of an important move, so it is rather difficult to fit on any set, and incorrectly predicting can lead to the opponent getting a free boost, spreading a status, or phaze phazing it, so it is rather risky (this sentence is really long, i'd recommend that you separate them into two sentences, optional though). When paired with Berserk Gene, Hyper Beam is an extremely powerful STAB move that can land a surprise KO on Pokemon that stay in on Ursaring; however, using Hyper Beam immediately renders Ursaring immobile for a single turn, Which which can give the opponent a Free free turn to set up Boosts boosts, set up Spikes, or put status on Ursaring. Berserk Gene also has the issue of confusion, which can hurt Ursaring quite a bit if it is unlucky enough for confusion to work. Thief hinders some of Ursaring's common checks and counters such as Skarmory and Steelix by removing their leftovers, which reduces Leftovers to reduce their longevity, something that Kangaskhan and Snorlax cannot do. however, However Thief is rather weak, (RC) and is only able to be used once before becoming, afterwards it's useless.

Steelix has such high bulk that it takes Ursaring two Curse boosts just to 2HKO it with Earthquake, and Steelix can retaliate by phazing or setting up on Ursaring. Skarmory laughs at Ursaring's Return and is immune to Earthquake. Skarmory can phaze Ursaring in return, which can be an issue for Ursaring, (AC) as it lacks the bulk and resistances to switch in often. Forretress takes neutral damage from Earthquake and requires Ursaring to use Curse four times to get a guaranteed 2HKO. Forretress can also set up Spikes or and cripple Ursaring with Toxic.

**Rock-types**: If Ursaring is not running Earthquake, it is walled by popular Rock-types such as Tyranitar and Rhydon. These Pokemon are also able to threaten Ursaring with their high Attack and STAB moves.

**Cloyster**: Cloyster can take advantage of Ursaring by easily tanking its attacks, setting up Spikes, and hitting it with using Toxic or Surf on it (you don't really "hit" someone with toxic) before either using Explosion or switching to the appropriate counter to Ursaring.

**Miltank and Umbreon**: Due to Ursaring's lack of access to Body Slam and Double-Edge, it doesn't have a STAB option that would allow it to potentially get past Miltank or Umbreon. They can negate any Attack boosts with Growl or Charm and heal off any damage, allowing both to run Ursaring out of PP or weaken it for a teammate to finish it off.

Ursaring has the highest Attack stat of any Normal-type (AH) at base 130, allowing it to KO some Pokemon that its main competitors Snorlax and Kangaskhan cannot. It also has a decent Special Attack and special movepool, letting it be perform as a niche mixed attacker. Unfortunately, Ursaring's positives end there, as it still faces far too much competition in all of its roles. It faces fierce competition from Other Normal-types such as Porygon2, Snorlax, and even Tauros, all of which mostly outclass Ursaring due to their superior bulk, coverage, or Speed. As a Curse phazer, Ursaring is usually outdone by Rhydon and Kangaskhan, where the former sports better physical bulk and a Ground / Rock typing and the latter making up for its worse Attack with better overall bulk, allowing it to stay in longer. Ursaring's subpar bulk and Normal typing also provides provide its team with no useful defensive utility, and since Snorlax is often considered mandatory on OU teams, both can create a big Fighting-type weakness for its team together. Due to these traits, Ursaring should rarely, if ever, be considered on a serious team.

Because phazing moves only work when they go second, With the Speed drop from Curse, (dex info + repeated basically) Roar also allows Ursaring with the Speed drop from Curse to get around Pokemon that would otherwise counter it through phazing such as Skarmory. However, this strategy is ruined if Ursaring gets poisoned, so it can elect to use Rest instead of Earthquake. If it selects Roar while asleep and is slower, it will still block enemy phazing attempts. Leftovers gives Ursaring essential passive recovery. This set faces heavy competition for a team slot teamslot from Kangaskhan, whose superior bulk better suits the Curse phazer role and mostly makes up for its significantly lower Attack stat.
