What does the terms 'soft check, 'blanket check' and 'emergency check' mean specifically? Don't get me wrong, I know what a check is but I've never understood what those specific terms mean and what makes them different from just a check

Soft Check: Something that is only a check in rare situations. example: Lando-T is a soft check to Kyurem because it can take Focus Blasts and switch in on Earth Power

Blanket check: This isn't as specific. The best example is Toxapex. Toxapex serves as a blanket check to nearly everything as if it is given a free switch, it can take a hit from most things and return with a knock or Scaldburn. Blanket check usually refers to how something can soft check a large group of mons.

Emergency Check: Something that can check something in an emergency. Usually ends up trading with the threat. example: Toxapex emergency checks Kyurem (sometimes lives specs freeze-dry from full and can knock), Unaware Clef emergency checks SD Kart (leaf blade and smart strike don't ohko)
 
As someone who is dabbling in competitive Pokemon for the first time in generations (we're talking about Gen 3 or 4 the last time I tried making a team), why is a Pokemon (specifically Landorus-T) who is viewed as a top notch Pokemon not in a tier above OU?

They aren't very "broken" you dont need to go out of your way to check or counter it. It doesn't require not optimal sets. Lando-t is popular because it is very good at a lot of things. It's popularity doesn't come from its sheer brute force like spectrier or kyurem black.

I remember when using Screens Grimmsnarl people tended to use Adamant for high powered Spirit Breaks. If I wanted to use a bulkier variant that could switch into Dragapult, what should the EV spread be for it?
You also only need some attack investment to 2HKO Mandibuzz, meaning you can invest the remainder in bulk and still check Dragapult temporarily.

Can Dragapult still viably run Dragon Darts on the Hex + Thunderwave set? If so, what attack Eva's should I run?
Dragapult can still run Dragon Darts, but Blisseys usage declines a lot since Spectrier got banned. However, it's still a great option if you are worried about Blissey.

Dragapult can still run Dragon Darts, but Blisseys usage declines a lot since Spectrier got banned. However, it's still a great option if you are worried about Blissey.

this could be the Set.
One other advantage of Dragon Darts is that it lets you check Volcarona more reliably, which is useful on some offensive builds that might lack a response at +1, especially with Volc being as popular as it is atm. I'm fairly sure that's what the Atk EVs on Katy's set are for (max HP Volc). Overall, I think Draco is a little reliable for targeting Ghost resists, but it's definitely solid.

Is zapdos preferred as a defogger on rain or is corviknight still a better defogger on rain teams?
A Defog user on rain based teams is most likely Pelipper with its support set. Zapdos on rain teams runs the offensive oriented Set with Thunder, Hurricane, and Weather Ball. Corviknight isn't that much seen on rain teams, as Ferrothorn already acts like a check to threats such as Rillaboom. Zapdos and Tornadus-T can also threaten out Rillaboom and Kartana.

Pelipper is a great supportive tool for rain teams, as it can give it a Defog user and at the same time a pivot with U-turn which is really appreaciated to bring Zapdos, Barraskewda, Tornadus-T, and other rain abusers in safely.

Is there any chance Weavile will officially get into OU with its current rise? I'm not really sure how tiering works between UUBL and OU.
