One other advantage of Dragon Darts is that it lets you check Volcarona more reliably, which is useful on some offensive builds that might lack a response at +1, especially with Volc being as popular as it is atm. I'm fairly sure that's what the Atk EVs on Katy's set are for (max HP Volc). Pelipper is a great supportive tool for rain teams, as it can give it a Defog user and at the same time a pivot with U-turn which is really appreaciated to bring Zapdos, Barraskewda, Tornadus-T, and other rain abusers in safely.
