When Nincada evolves into Ninjask and Shedninja, does Shedninja have the same EVs or is it treated as a level one Pokemon with the same IVs?

I need some help with EVs.

Calm Poliwag-WaterAbsorb

29/0/30/31/31/29

30/1/12/31/31/30 HP Electric 66

Which one should I EV and What are some good EVs?

I mean, the first one has amazing IVs but the second one has HP Electric.
I checked the analysis, but I want your opinion. PLEASE HELP! ^_^

Anyone know if these passes on PBR have been released in Japan yet?

Bronze Pass Special Way (Japan Only) Black Pass Special Way (Japan Only) White Pass Special Way (Japan Only)

Can someone help me? I've got 140 spare Evs and want to invest it into SpD and HP. Now would 104 SpD and 36 HP EVs be the best defensive spread I could get?

Thanks in advance to anyone who can help me out. :)

Does a pokemon with pickup ability need to enter a battle at all to pick up items at the end?
No.
You can have 6 Pickuppers and they all have the same chance to randomly pick up an item.
If a Gardevoir Traced Sand Stream, will it take damage from the sandstorm?
No.
IIRC the only way to get Sandstorm/Hail immunity with Trace is Tracing SandVeil/Snow Cloak. Not sure though.
I just received my PKTOPIA 'Chu, and now I'm going to grab Magmortar and Electivire, but I'm wondering, do the latter two come with EVs on them?
I don't have PBR, but I'm pretty sure they come with zero EVs.

Better Chaser (Pursuiter)?

I'm trying to design a team based around Infernape, so Salamence and Cresselia would own me for sure. I could probably use Stealth Rock or something to help wear down Salamence, but Cresselia is another problem altogether. I figured I'd use Weavile w/ Pursuit to slay Cress. After reading the wall-breaking article, though Tyranitar is sounding like a good idea, too; Weavile's very frail. On the other hand, Tyranitar's Sandstream might hurt my team a bit, especially if Infernape's getting boosts that drain its life (Life Orb).

My question is: which Pokemon makes a better psuedo-trapper: Weavile or Tyranitar?
