personally I would go with Dragon Tail since the ability to phase is very useful. Still it comes down to personal preference (and the team that you are using) so I guess both options are equally good

as far as defence goes you would want 132 MINIMUM since this lets you survive a Adamant Ono's Outrage with LO and SR factored in. Again it will likely come down to waht you want your Milotic to check. to be safe though I would just run 252HP/252Def Bold since thats what Milotic needed to run when Garchomp was around.
well it depends what you want to survive. The strongest special attack Milotic would get hit by would be a Specs Modest Max special attack Flash Fire Boosted Overheat from Shandera which (provided I did my calcs right) will never OHKO Milotic if you run 252HP. However you need 140 SDef to avoid the OHKO with SR factored in. So I really think you should max HP and then run Bold. 140 SDef is the absolute max you should be running on Milotic I think, most should go into defence (hope I helped)
IMO Milotic works best as Rest talker, Dragon Tail + Boiling Water + Rest + Sleep talk works best I think but its up to you

Judging from your username, have you played Pokemon Colloseum/XD?
RaikouLover and I were testing a bunch of different spreads and 252 HP/240 Def/16 SpD was the most effective by far. With that spread, very little is able to OHKO Milotic when Marvel Scale is activated. ;)

I have no code for Rare candys, but the cloning code is in the link so you can like mass clone pokés holding rare candys thought its a pain xD
It's pretty easy with fast hatch/Iv check code, flawless Ditto + power items. :) Kinda sucks that you can't lock into a egg and SR thought, so breeding things that requires a certain ability sucks :/
As far as Milotic goes, the EV spreads I suggested in the Milotic thread should suffice. Depending on how the metagame goes, Specially or Physically defensive needs to be considered.
For now, go with a purely Physically Defensive spread with the right amount of EVs to outspeed a certain Pokemon you want. We wouldn't want to get KO'd by Ononokosu, which is pretty much a huge threat right now. It's okay if you don't outspeed it, since all of them run Jolly.
