I don't know sorry. I can't get the hack checking program to run on my computer. Since you're trying to get off the blacklist, wouldn't it be all right to ask Expert Evan to take your pokemon and check it?
I'd suggest asking in the simple requests thread. I don't know of anyone off the top of my head. RNG abuse on soul silver has the same basics, but there are just different ways of checking your seed and advancing your frame. Breeding, specifically, is much easier to do because there is only one moving NPC on the route with the daycare. This means that only once in a while you'll miss your target frame because of random advancements, whereas in DPPt it's very difficult to consistently hit the same frame.

The only thing I've been hesitant about is the fact that the bold staryu with illuminate is basically uncompetitive, or without a clear purpose, and if what Bakus says is true then I'm not sure I can trust you just yet. Let's try another RNG breeding or capture but let us know in advance what you want to RNG for. I know this is not what you want to read, but I have not received a convincing confirmation yet.
There are some discrepancies to your RNG:

Catch in Pt
Yet the Starmie you obtained was done via egg in Pt..........not sure if you want me to VM Expert Evan. And don't get me wrong, I don't mind second chances (I welcome it) but alot of your "abuses" were all false. It's kinda hard to believe now :/
