You can RNG them as soon as they're available. Since you don't need to release them to keep playing the game, you should RNG them the first time you encounter them. Since they're roamers, you'll need to do all the RNGing before releasing them.

If you only hit even delays you will always hit even delays(1260). To change your delay to odd, (1261) you will need to put a 3rd gen Pokemon game in the second slot of a DS Lite or change your year by one.

You can also try using the time finder. Input the IVs that you got and put max frame 3 and delay 2500-4000. It'll be slower but you should at least get accurate results. Then just right click on the seed that you got (you should only get one) and generate times.

Yep it is method 1 but you need to add +2 to the total frame. If your method 1 frame is 14 it'll be 16 when RNGing for wondercards.

Can't you soft-reset with the codes still active on a CycloDS? I have an Acekard and my codes are always active.

Maybe it's the C-gear since I had the same problem with my Zekrom although it was only for me it was +-4 delay. I was also using emloop so maybe it's the high delay the problem (I had a 1448 delay). I kept hitting +-4 delay for like 4hours (even and odd ones) but I did hit the occasional +-10...

It's because you're using pokeRNG. If you want the same results I get you need pokeRNGDP which was made to get more specific results in 4th gen.
