They don't exist in Generation III and below, that's why. They exist in Generation IV and are extremely reliable for hack checking.
After a quick search, I found his thread. He says he got it from an eBay seller, and that it was hack checked by "some important Smogon member", so I doubt it's legitimate as well.

I know. It's just been consistent. I keep saying I'm going to do exactly that, then I get lazy.
Just so I don't continue on the thread, I actually didn't just pull that number out of thin air. I usually keep track of it by the PP when I'm leveling. I usually hit 2-3 times out of the 5 PP. That's why I quit using it. I suppose someone has to be unlucky.
