I have offered a couple of pokemon for toxicroak both fitting your critiea, however, they are both at the bottom of their line so you have every right to refuse. Also, I have a question regarding if one of my pokemon can be traded, if I can't be traded then you would not have the ability to choose the pokemon though. But you can still refuse the trade.
