I think seeds are different per game or whatever so I probably can't help you. It's best you look up a seed with your parameters and go from there.

So I'm trying to get my parameters set up for standard seeds, but I'm not getting any results... Do emulators have a different set of possible parameters? If so, what are they?

And you never found your T0 beforehand? Like I said it's not impossible that you have a really rare second T0. In which case congrats, because that thing can be a real headache.
Is this for a new cart? It's possible you got one with a very rare second T0. I know my second T0 is like 20 to 30%, I wouldn't think a 10% would be impossible.
Your other T0? I'm not certain I understand, sorry. I usually just reset if I get the wrong T0; no point in saving.
I don't know if that's related to the saved game, I think it's caused by how off you were when pressing the button when you load the game, but I don't know if that can even happen on the emulator.
I'd go for Jolly, and maybe Timid on the Snivy. The Snivy might also like a HP spread, although I couldn't begin to say which, I just know that Serperior is really lacking for coverage moves. But Samurott I'm pretty sure gets run as jolly in VGC and the rare times it shows up in RU, and I know that Jolly max speed Emboar outspeeds anything below base 120 after a single Flame Charge, which I expect would be his best set if anyone were to actually use him.
I personally wouldn't have gone for Adamant, but they do look pretty good yeah. I think you'll get some bites for 'em.
