Normally it's a good idea to wait when the stock drops so you get it for a good price, but if you are thinking in investing in a group that has a lot of activity (like neutral), then you should get it as soon as you can before it rises some more.
Buying in bulk has greater risk, but also greater payoff. In my opinion the payoff is greater than the risk, so I almost always buy in bulk.
