But even with HP Fire, at least on the Modest Steel Trapper set, you can still hit Max Spe with 236 EVs.

I noticed something on your LC Magnemite analysis. There's a small error in the EVs, in that they're inefficient. SpA maxes out with 236 EVs, same with Spe, meaning you have 36 EVs to invest in SpD or Def.
