Believe me, it's not easy. Make sure to RNG all the standing legendaries as well, since those are a lot less work. Weird stuff like Body Slam Groudon can work pretty well, surprisingly.

That being said, start your timer and reset the game. Enter the game and talk to the daycare man, blah blah blah, and then wait your 3:15.49. Click A to set your IVs as soon as your timer is done. Then hatch the egg and level it up with rare candies to check its IVs.
You will not hit your frame the first time, and probably not even close to it. However, you do need to find which frame you actually hit, so that you can adjust your timer likewise. If you hit a frame with a time of 3:12.00, then set your timer to 3:18.99 to account for the change. Does all that make sense?

Here comes the hard part. Highlight your frame and look to the left of the blue bar. There should be a number (the frame number) and a time.
Let's say your time is 3:15.49, just as an example. Set a timer to 3 minutes and 15 seconds, or watch a clock. Reset (A + B + Start + Select) the game and start the timer at the same time. If you're watching a clock, reset right when the clock gets to the next minute. Enter the game, and talk to the daycare man. Collect your egg, and click through all the dialogue until his very last phrase, which is "See you next time" or something like that. When you press A, ending the dialogue with the daycare man, the Egg's IVs will be completely set.

From there, pick a frame. It will have three random IVs and three A/Bs.

Also, does the daycare man have an egg for you? Before you start RNGing, you have to make sure he has an egg of the right nature and ability, then save right in front of him, facing him.

Well, you need to know the exact IVs of the parents, and you need RNG Reporter. If you have both of those, open up RNG Reporter and in the Method box, scroll down to Emerald breeding and click Generate. You can also enter a spread you want to narrow down your results.

First off, what are you trying to RNG? An egg, standing legendary, or wild pokemon?

I can teach you to Emerald abuse in probably 15 minutes if you really want to learn. It's simple in concept, just hard to actually do.
