It'll be hard to find something under 500 frames. That's really not that much. If you use the radio, advancing frames becomes MUCH easier.

Ya, the Moon Ball seems the most fitting of any ball for a shiny Latios. It goes with the theme of the Pokemon + the color is pretty close (closer than the others) and it has that yellow moon on the center that matches the yellow mark that Latios has on its stomach.
And what do you think would be fair payment for the Latios?

Hm, that's a good idea. I'll have to give that some thought. I'd really like a Hasty one of my own, but a shiny Palkia would be pretty sweet too.

Same thing as you would do in HG RNG Breeding.
Check your delay using elm calls or the location of the roamers and advance the frame using elm calls.
There are NPC's near the snorlax and I never have tried abusing him myself so I wouldn't know how going about stopping their advancements (or even if you can?)
Also I think you'll have to include the advancemente of the pokemon music channel that wakes up snorlax since radio stations advance the frame. -
