If it comes to keeping a pokemon at a low level then it's mostly the machop @ Oreburgh City. But usually I fish in the little water patch in twinleaf city for Gyarados and Seaking with the super rod. PKRS + Power Bracer + Gyarados/Seaking = (12 EV's) =]
Potentially less time depending on how nice my game will be to me xD.
