I am trying to rng breed a Pursuit parasect right now, sorry.
Venusaur comes to mind, but I'm unsure if there is a surefire counter. Sleep Talk+Ice Beam, and 252 speed timid both can still potentially beat Venusaur. Stealth Rock+Life Orb+Ice Beam adds up fast.
Sceptile's Leaf Storm is lethal, but Milotic can easily switch out to a plethora of grass resists, and Sceptile likes Ice Beam even less than Venusaur.
Think I will get MattJ's slowpoke, Rename card's luvdisc and Dark Chaos's Murkow for them. Can't trade right now though

Yes, Milotic is extraordinarily difficult to KO (I have great trouble KOing opposing Milotic). Tangrowth has extremely low sp.def, Hydro Pump+Ice Beam would have KOed him as well. Milotic is arguably too difficult to displace, I'm a proponent for it being moved to BL.
