you need *1000 and you also need a >>32. A value that is lower than 400 gives an encounter

When RNG'ing dust clouds, I found that if your frame has a Synchronize'd nature. It will be an item.
If the nature doesn't require a Synch, it will be a Pokemon. :)
That's my findings at least.
