I'm not sure because I've never played using Jynx, but I would say HP Ground would work because Jynx most likely gets walled by Steel-types! And since it's in RU, there's no Ferrothorn, so HP Fire isn't necessary ;)

HP anything that's viable for Mr. Mime will have overall better IV stats for base power 59, as opposed to base power 60.
