Ruins of Alph, but you have to get there through Union Cave. If you have a Slowpoke which is around Lv8 it should know Curse, so if you get into a double battle it'd be easy.

The best way to get through the tower is by abusing Trick and Substitute to set up a Pokemon and sweep.
