I feel like it wouldn't get the ability to become a thread on its own, as it would be just too similar to CCAT. But it's not like those guys will ever make a stall team themselves. I think it would be a great idea to put fourth some discussion on stall, but I feel it just fits right in between the stall discussion thread and CCAT. Making a separate thread would defeat the purpose of the old thread, while discussing it in the current thread would probably be labeled off-topic. I still think it's a great idea to infuse the metagame with more stall, I'm just not sure about how the best way to go about it is.
