Bedrill is a bit of a bad example on buffing a mon to make it viable. Deck gave it several buffs just to try and make it half decent if you recall...

WRT your tournament match vs. Birkal: You can counter-switch if someone sends in a shadow tag mon and you are not trapped. It is when they switch out the shadow tag mon that you cannot counter-switch lol.

You would probably want to reorder at any rate; those actions are not really going to help your cause at all... :S
