Set that as your egg's IVs.
I have a feeling the best way to do this is to
Take the exceggcute and breed it with a quiet male parent. Get the egg to be quiet + DW ability + female, should be very easy. You can be very lax on IVs.
Then take that new exceggcute and breed it with the egg move male parent.
Just got back and checking it now. Your conditions are very restrictive due to the parent's IVs, but I'll see what I can get.
