lol, yeah, the thing with Sand is that its incredibly weak without Excadrill, and Excadrill needs Sand. Manaphy, Garchomp, and co can wreck without their respective weathers. I'll ask a tourney director.

in your rates, i wouldn't bold the pokemon sets, distracts too much from the text. either way the set should be completely obvious to the team maker
