Okay, apparently, RNGing on 4th gen games isn't as hard as it is on 5th gen games. I should be done making your scyther by at least next week, if even that long.
Nice. Are there any weird rules? It looked like Unova only last time from what I saw on youtube. And as a sidenote, I have a friend who is also learning how to RNG and our collaborative efforts will probrably make the process of learning go quicker, thus allowing me to get you the scyther faster.

I'm using it for a Sandstorm team, and I believe both of the moves you mentioned are obtainable as egg moves. I was planning on using it for either triples or rotations.

Well, Jeez, who's really going to open up their rain team with a scizor and a Ludicolo? And all you have to do to block that is protect with terrakion, Tailwind with whimsicott, beat up with whimsicott, sweep with rock slide with terrakion.
Not if you use protect correctly.
I'm not sure if either of those factors could stop Terrakion/Whimsicott because swift swimmers can be outsped with tailwind and the scizor problem can be solved with a focus sash.
