No, that was a Male Torchic that was given out. They haven't yet give a single Female DW Starter in any giveaway.

Hmm, I'm not really interested in what you have to offer. I could just give you the Terrakion, though you'll have to wait for a few days until I can get a new AR so I can clone.
Also, Female DW Torchic isn't released yet. So it's impossible to have a Female Torchic without hacking it. The parent you got for that Torchic was hacked, so That torchic is illegal.
