Yeah I can tutor Breloom. I think I have Aero in Black tutored, and Kyogre is in HG, probaply tutored.
And about BCC, it depends on your spread. What are you going to get? I recommend using Sweet Scent and catcher instead of synch. Synch doesn't give you much benefits, and it's lot harder to hit your frame.

Ok then,what you will want to know is its just like any other stationary poke,only thing different is the method you use and their starting frame's.
Now for cress and mespirit you will set your method to method 1 and their starting frame's are 5 the birds starting frames are much different,now for (eg) (you have a even frame like you said,say 90 you would bring 5 pokes in your party and walk 128 steps and do 40 journal filps then talk to it assuming you hit your delay :) and thats it)
no if you have a even frame use you journal and walking 128 steps to hit the frame you want,also what do you want to know when to rng the roamers or their starting frames :) -
