Sure. You also don't have a spinblocker, so you don't need Dragon Tail. It can be dead sometimes.
Yeah, Ice Beam is good. I would probably try it over anything except Scald or Recover.
I am thinking Calm Milotic with defense EVs. 252HP / 200 def / 56 SpDef, but you can change it to your preference.

The team can definitly be customized though. I think SD Garchomp | Milotic | Skarmory | Tyranitar are kind of definite though. Or you could make Garchomp Choice Scarf, or make Tyranitar CB, then use Heatran or possibly Terrakion with a Focus Sash use Stealth Rock. :P
I like Choice Scarf best! The Swords Dance set was more popular with Sand Veil though.
Looks like Frosslass is banned from OU if it lacks a dreamworld or alternate ability. Since we recently made Snow Cloak part of evasion clause.

As for best set, it really depends on the team. That can be said for most pokemon. Scarf if you want Garchomp to sweep weakened teams, and revenge kill.
Swords Dance if you want to break walls, or threaten more early game.

I've done Munna, Riolu, and Tornadus-T without any trouble. chiizu's guide was simple to follow.

I started with Munna you find first. It's very simple to do, since you use Unova Link to find out if you hit your seed. Besides, you can always test it out with regular Pokemon you find until you're sure you're ready.
Explosion nerf hurt it and it needs to compete with Deoxys D as a hazard setter. Heatran gives it trouble too.
Otherwise it is "okay" as a Life Orb sweeper. Lacks many resists though.
Out of complete curiosity, what is pokecheck? Is there any way to get the pokemon files on the DS game without a flashcart or cheating device?

Togekiss was good in dpp. As for bw2, it seems pretty useless right now in the current metagame.

I like HP Ice on Scarf Keldeo sometimes. To hit Garchomp harder. Personally HP Electric isn't very good because Gyara is uncommon and other pokemon get hit by your other moves just as hard. HP Ghost is very good for Jellicent, Toxicroak, and Latias.
Grass isn't as good because Gastrodon loses to your fighting move.
I know Slashmolder did a shiny starter, but that was on emulator, no idea whether it's possible on retail.

Have you read chiizu's guides? He mentions how to get your parameters early on and how to do TID/SID abuse.
Try dual priority Lucario. It is good for Terrakion, Gengar, and Scarf Tar.
Breloom does well enough against the things which Lucario doesn't do as well against. IE Jellicent and Gliscor.
You could try a dual fighter theme I guess. You would probably kinda need to use Scarf Genesect or similar though for boosting dragons I guess. The triple fire weakness isn't a big deal at all. They would all die to a fire blast regardless anyway because of how frail they are.
Do you have an idea of what you want to do with the rest of the team yet? If you use Rain, Azumarril works. Otherwise I wouldn't use it.
Mamoswine is actually quite good. Hard to counter, hits hard. Maybe go Breloom + Dragonite. You would then need an ice resist, stealth rock, and most likely weather.
Well, you need to pair up the priority users with type synergy to pivot. You also need to take into account weaknesses, and the pokemon which aren't easily killed by priority.
Idk how well this would work right now, but you definitly want Techniloom. Dragonite is also a good choice. It plays kind of like a choice team. Different from the sun stall team. fast and aggressive -
