It was made for my and other's Regi (rejected ;-;) ideas. It functions a little like your group, except everyone's ideas are accepted. It was made RIGHT after my Regis became condemned.

No, only when you first join. Otherwise everyone would be getting referrals and that would be strange.

When you are signing up for Smogon, you have an option to refer an already existing user. You get a (positive?) referral and it will show up in your statistics. I know a couple of people that I was referred to.
When getting Namine to join, you should have asked to refer yourself ( Referring someone to Smogon).
