Get a male with aqua jet and start breeding with a ditto. Throw all females unless you get really good IVs on it. Then increase the number/placement of 31's your Male marill parent knowing aqua jet and you'll eventually get a really good marill
Get a male baby with the egg moves and a couple 31's in the IVs if you can. It will have the egg moves you need (you're not passing down level up moves as egg moves are you? that would make this entire process so much more complicated) and the Male baby would pass them down if bred with a flawless ditto.
Get another male from the above breed and it should have a couple 31s for IVs. Try and get the 31s to land in HP, ATK, and SPE. You'll have to hole its defenses are respectable. What I mean by respectable is above 20. For non RNG at least
Nah, easily could do better than that with a flawless ditto. Just make sure you get at least 3 31's in stats not named Special attack. 2 of them should be ATK and SPE and make sure the 2 stats not 31 are respectable
