Canadian wifi. I've never heard of those IOPs before. xD We had this same problem though. We were with this group called Qwest who was being shitty and overcharging us, so we switched to a new group called Digis. Our wifi isn't as fast, but the service is a lot better and we're not being overcharged. ^^
