You can get charmander after you beat the elite 4 and red. It is generated using method 1 and either its starting frame is 5 or I was getting insanely weird frame advancement in roughly an instant.

On your noob RNG guide, how can you be able to remove the caught pokemon on the journal, I have tried to fly to places and enter and leave buildings, but it just won't be removed.?
Parasect can actually learn False Swipe(through a TM) but I forgot to buy it and couldnt be bothered going back to Celadon to buy the TM. Ill never do that again though lol
