Hmm.. I thought there were better XD Timid Togepis out there.
My first Togepi is Calm 30 / 8 / 23 / 28 / 22 / 31 with Sere Grace. Some people say it might be the best Calm one.
Yes, I've evolved him into a Togetic and it didn't change. =/
