As for Celebi spread.. I suppose the usual 252 Spe, 252 Sp.Atk and 4 HP or something. ^^ I'd give you 4 credits for EV'd Celebi.

thank you too, and no for the zigzagoon-- don't add any HP EVs; it's already divisible by 4 (meaning w/ gluttony BD will activate and you can get something like a salac boost)
I'd recommend Maxing attack, since you want to do as much damage as possible, then 144 Spe EVs to hit 270, accounting for the 29 spe IV, then dump the rest into the defenses, preferably SpD; that'll help compensate for the -nature.
Oh and be sure to keep an ut copy of the zigzagoon--if I get any more that are better, that one becomes semi redis for you ;) (you can redis, people who get it from you can't, just to be clear!)
