So go with Spiritomb (something to block spins is really needed). CM is fine, simple Rest/Sleep Talk/Calm Mind/Dark Pulse, it's defensive and you may win matches if you play right with this Spiritomb, especially with Toxic Spikes support to stall out opponents. Replacing Blissey will be hard, especially Wish set. In this situation probably the best bet would be to go with WishLatias (is she allowed, as some tournaments don't allow her ?). And with Latias you would have covered that nasty Infernape. With BulkyGyara and Scarf pokemon Scizor is covered, so it's not a big problem.
BulkyGyara stops Scizor, so it's not that big problem. But if you want to feel safer, I would add to this ScarfRachi with Zen Headbutt (for Infernape) and Fire Punch (for Scizor, Lucario, etc.). So I think team of ScarfRachi, Forry, Swampert, WishBliss, BulkyGyara and Spiritomb or Rotom-H (prefered boosting sets, however something more defensive is also fine) should do the job. If you don't want Jirachi, I think that ScarfMagnezone or ScarfMetagross would also do the trick. Something to counter MixMence is always nice to have. Your choice I guess ;).
I think you may build it around (BulkyGyara team around) with core of Blissey (WishBliss) + Swampert + Steel Type like Jirachi (MixRachi is fine, Scarfer also), Forretress or Skarmory. With those 4 you have covered almost every single weakness you may have. Just add to it some ghost (SubCharge Rotom-H may be fine, CM Spiritomb or Taunt version to stop Cursers/Calm Minders also should be fine) and one joker for your needs. I hope that helps ;).
