Its very powerful. Its more designed to just muscle through anything you'll come across. Since only one pokemon in OU has water absorb and only one has a double resistance to water, only having surf and another attack isn't really that much of a problem

Its because Substitute is to act as a barrier to let you safely wittle down your health to Petaya Berry range and the defense helps you against Bullet Punch and Ice shard :P
xD I thought the Sub agility and the Agility 3 attacks had the same spread, so when I glanced back I got it messed up xDDD
