The HQ is on HG/SS, and I don't think it's accessible after you beat it. It's where Lance helps you out near the lake of rage. It's cool to catch the "trap" koffings and geodudes there, as it reads "Team Rocket HQ" or something, but now that I think about it, it's highly unlikely that you'll be able to do it.
So anywhere'll be fine.
I should be able to clone an egg on Pearl. So I can clone it, give you both back and you hatch one for me, okay?
